to make a game, first you need a scripting program, go here(it’s free):

http://www.kongregate.com/forums/4-programming/topics/89-faq-making-games-read-first
then you need to learn how to script, alot of scripting programs have turorials to get you started, but there are some on Kongregate

to make a game for free you would probably have to learn how to script.
Flashdevelop is a free game making program, type it in on google
