I don't know if this has been pointed out, but I found it pretty easy to cheat at this. Once you've purchased balloon protection, if you user it (let bombs hit your balloons), then Pause, enter Upgrades, then return to the game, it resets your number of protected collisions. This also resets the surprise counter. Only downside is a loss of any un-collected balloons, but that's not so bad.
