Is there a reason behind my inability to permanently kill the zombies in the city hall and evil graveyard? I’ve tried so many times it’s insane…

The game gives a clue about how many zombies are on a tile: Safe-ish is (I think) 0 – 3; Troubling is 4 – 9 or so; Hazardous is about 10 – 20; infested is maybe 21 ̵…
