Yeh, Kongregate is being difficult. I think that a petition might not work, since having a high friend count is slowing down the site. People want Kongregate to be as fast as possible.

A way that might have a better result is trying to encourage people to max out their friends list. When Kongregate sees that people need more space to add friends, the limit will either increase, or go away all together.
But, no matter what happens, the limit on the number of friends sucks.
