I develop my games using FlashDevelop and FlashPunk. Some google searches will get you on your way towards developing games.

you need to learn a script language (as3,c++,java,ect) then using the code you build the game

note Its is not like a level editor it takes weeks or months scripting a game(depending on the quality) …
