I like how you can slaughter raiders by the dozen then one runs past your char on the last turn yells "BASE" and you lose....

The game should show how many AP are needed to move to a spot (the paths aren't always clear).

I think experience and skills should be added. Passive skills that increase accuracy, action points, health points, carry double ammo per lot. Special skill to allow units to shoot point-blank instead of melee. Units should share equipment inventories, so that you can swap weapons and items in slots. When you start, 1 unit has 4 reusable grenades, but nobody else has anything special.

Would be nice if there was some kind of ending. I think some tips might be called for: 1. Do rescue missions first, having the extra soldier will make the other missions in that chapter easier. 2. The best defensive item by far is the glove thing that gives +50% HP. Giving one of those to each of your soldiers will prevent grenades from being instant-kill. 3. Take advantage of your range - with eight AP you can move one square, fire twice, and move back. With nine AP, you can do this maneuver with two soldiers leapfrogging one another. You can also line up your soldiers outside a door, then move one just onto the door, holding it open. The rest of your soldiers can then fire past the door-holder and if that doesn't do the job, just close the door. 4. Later on in the game melee attacks become much weaker than ranged. If you find yourself in a position where you have to take a hit, closing with the enemy so they have to use melee can save you from some damage.

Pretty solid game with lots of potential. Sadly, atm it really lacks content. Game progress is like this: Start mission. Get pwned - Grind money - Buy one of the few items - Win with ease. This game is pretty much finished as a project, I guess... but if you are planning to release a second part, add a bit more variation. E.g., add dedicated weapon classes, so that something like pistols and SMGs stay competitive (Pistol->low damage, low AP cost. Assault rifle->high damage, high AP cost. SMG->mix between the two. Etc.pp.) EXP/leveling for characters would be interesting as well, especially if you add stronger weapons (=higher AP cost).
