There are 8 Free Cells (top), 4 of the free cells contain a card when the game starts. Top cards of tableau piles and cards from the Free Cells are available for play.

you made a mistake in the game implementation. Suppose all cells are occuped and i've only only one hole down. I can move two cards in one time in this hole, i.e. when we take cards you count all opened cells and compute how much card we can move but if we move cards in one hole you use to count it become impossible.
