No, it's not normal. Are you allowing flash to save data on your disk? The game saves automatically every progress.. (squads unlocked, planets cleared, etc..). Are you maybe running in a browser/settings that do not allow to save to disk?

This game is awesome, really. I do agree with the proposed suggestions to improve the game, especially the one proposing a row to keep a few cards in «backpack».
Ballista is far overpowered. Maybe fire monk too.
