Hmm, I'd say the similarities between this and the first two Fallout game go a bit beyond simply being inspired by or influenced by the series, I'd actually go as far as saying it's a bare-faced rip-off.
With furries, for some arbitrary reason, if it was a unique intellectual property that wouldn't be an issue, but to rip-off a classic game and then put furries in it "just because" is childish.
I suspect this even falls into the category of copyright infringement, given what I can see, ignoring the obvious aesthetic copying, which is obviously not a problem, you're using the S.P.E.C.I.A.L system, even if you have reordered the stats, including the skills and perks, and you've even got "stimpacks" right there.
I'm all for doing an homage to a classic game, but don't go randomly changing it to try and cover up what it is, you're on very touchy copyright issues as it is.
