I'm level 18 without ever being able to do a street, large residence, police station, and one or two other places on anything but automatic. The location loads up with my survivors stuck in the green zone unable to move, but can still shoot at zombies in line of sight. This is with multiple cache clear/reloads, on three different browsers.
