I've got a bit of a bug here. I tend to get stuck, but then I "fire" my weapon (anything) and I can move around again. I can do nothing but attack when this happens.

Honestly I really wanted to like this game, but the quality of the music (not only in bitrate, but in production value) doesn't feel as good as the last one. The new keys took a bit of getting used to, but it's a good system. Overall, just because of the music, 4/5. 5/5 otherwise.
- The placement of the targets in the levels seems haphazard. It might help if you used a grid to measure out where the circles should go, so you can provide a bit more room for the player in the earlier levels. Repeatedly failing to get all the circles while smashing into the various obstacles isn't most players idea of a good time.
SMALL THINGS:
- You could really help the gameplay by making either the player's circles 10-20% bigger or the target circles 10-20% smaller. Or you could put a hole in the target circle. Or you could add a dashed line between the player circles. Anything to make the difference really.
- It seems kind of harsh to have to go back to the very beginning every time you lose. This is punishing the player for playing your game, instead of rewarding them. Try some sort of a level select, or level codes. Having lives is definitely necessary here.
- The one problem with the way the silhouette style looks though is that since the graphics are so simple the gameplay mechanic has to be amazing or it will make the game suck. You've got the core mechanic down, fortunately. You really need to be more clear on how to control the circles though. I was holding down the spacebar at first and watching the circles twitch helplessly. Fixing this could be as simple as saying "spacebar switches the circles" instead of "control the circles with the space bar".
BIG THINGS:
- The white border around the outside just sucks, honestly. The way this game looks would be awesome if you'd just remove that boundary. Check out "Areas" here on Kongregate to see what I'm talking about. I admit the border is a very useful way of seeing where not to go, but you could stand to make it slightly more subtle, I think ;) Overall, the aesthetic is very "in style" for flash games.
As someone who shares a screen name with this game, I feel obligated to give it a detailed review ;)
As some of the other commenters have said, it has great potential. I played a game like this once just as shockwave was getting it's start and it was great. Perhaps you took your inspiration from the same source, I don't know. But while this game shares the same mechanic of spinning circles around each other, not much is similar.
