You need a ping limit for hardcore, or just the entire game. Force people with shitty internet into the same rooms so they can lag kill each other. I'm sick of going against laggy mexicans in hardcore that have a 250 ping when I have 30 ping. They become vip and tank headshots and knifing. Stick anyone over 150 in their own server. Their lag makes them as bad as hackers.
