Experimenting with builds some - had the same problem with Frost Nova and Scorch. Whether I tell it to or not, it refuses to prioritize Frost Nova.

Seconding Wiggleworth - I'm playing a mage and things I'd be able to clear easily with a second cast of mana shield are killing me instead because PoM doesnt cast right
