Idea for longevity of the game - instead of time loop adding a penalty, it adds a speed/cash multiplier, and have extra towns where the products scale pretty intensely so you have to time loop to advance.
turbomattk - Yes the upgrades (if you mean price and speed multiplier) carry over.
To answer my own question if anyones wondering - there isn't any point to keep upgrading once you've got all the achievements
Once you have all the achievements in beginner town is there any reason to keep upgrading car? I'm still a way away from completing Eatown, I guess I didn't pay it enough attention along the way.

Really slow pacing between upgrades, could do with having everything being twice as cheap or something, but really satisfying animations for everything and a definite finish line to aim for. 100% worth reaching the end.
