Is it intentional or a bug, that there is only 1 manager that provides bonus starting exp?

There is no bug, in the next expansion we are adding more. Exp managers are intended for late game :)

This is good, you should work on your level (because that's easy to make good), and maybe find a tut for adding more levels? (:
