To extend elevators above the second floor, drag the arrow at the top of the elevator up. Rate up (or not) so people can see.

If you are having trouble passed the 3rd floor, don't make more shafts, extend the shaft you have (use the arrow at the top, or the thing at the bottom.) I used to have the same problem until I realized you can do that.

Glitchy, I drove off the edge and got sucked into blackness. I can hardly tell where I'm going, the camera angle is terrible.
