I think people are not seeing the beauty of this game. There is no fluff. It's just a test of skill and endurance if you want to get a decent score. I grew up in the 80's in my local arcade and games like this bring me back to that time. As far as it being "art" or not remember this: Some of the greatest works of art are of the plainest things: Flowers by Van Gough, the Mona Lisa. Very plain subjects but done in a great way. That's how I see this game. The great music doesn't hurt, either.
