I did hard badge by killing guy in front, taking his gun, then moving straight left, which got me under the first round of bullets. Then throw the gun at the left guy, get in very close, then punch him twice. Take his gun, dodge bullets, then throw the first gun at the next guy. Pick up the second gun, move toward the next guy, and before you get to him throw the gun. Punch him twice, and repeat for the rest of the guys. Hardest part is getting that first guy on the left, after that as long as you take your time you should be OK.

The most important thing is staying ahead of the curve. You need to just keep making new soldiers, and don't take big risks. If you start to get behind then you'll have to tie up all your soldiers on defense. Zombies you kill while taking territory are zombies who won't be attacking your walls. Take risks when it's worth it, for example I think it is worthwhile to take a 10% risk to recruit 3 or 4 guys. I'll also take two 7% risks if it means taking 2 squares instead of just one at 5%.
It seems like the best way to beat harder mode is to try to get a school asap, then enough farms and apartments to keep up with your population. Keep 1 or 2 leaders and builders, turn everyone else into soldiers. Try to keep your fort danger level below 40, less when there are horde attacks since they can take squares. Police stations and malls/all marts are very important, since they free up soldiers. Try to make your way toward a hospital and laboratory when you get the chance. Remember to keep training all new recruits as soliders, and then just keep pushing. Once your happiness starts dropping off you'll need to start taking bars and churches, build some if you have to. Don't convert existing buildings if you can take a new one instead.
Update: I have refreshed 5 times, I have the latest version of firefox (3.6.13) and the latest flash player (10,1,102,64). The game is simply not loading. I don't know if it is a problem with kong, or the game, but whatever it is, I can't play this game. I won't rate it low, since it may be kong's problem, but if so something needs to be done about it.
I have been noticing the same issue with the black screen with a lot of games on kong. I sometimes have to refresh 2 or 3 times to get the game to actually start loading. And I know it isn't loading because I open up the connection status and see that no packets are being received.
