For hard badge, start a city on easy and get 5 survivors with 10 in all skills, then leave the city through the heliport mission and start new game on seriously hard. + for all to see

the only reason someone would have a problem solving the puzzles is if they never radio the captain. the hard badge is actually fairly easy.
