This isn't the only way you can get points, if your kills, multiplied by a random number, rounded, equals a constant, you get 10 points. This has about the same chances of happening as the next. The random number is always greater or equal to 0 and less than 1
The game starts out with you requiring two kills to get a point, and then every time you get a point it says, essentially, "(new)pointRequirement = pointRequirement + pointRequirement" so, it goes 2,4,8,16. Everytime your kills are greater than this requirement, you gain a point. tl;dr you get a point every 2^n.
There is a third way to get points. If your kills + 1, multiplied by random, rounded equals 1, you get kills / 500, rounded, + 1, points. Say I have 4096 points, the random # would have to be about .000125<=.00036 and I would get 9 points. This is highly unlikely
