For those that are having trouble playing this here William and Sly and William and Sly 2 are available for free on Steam. The new 3D William and Sly game taht Lucas released late last year is also on Steam (but not free).

So much slower than before, I can't play the same way I did. I agree that having no scroll bars or buttons is silly.
