the heat capacitors seem to exchange heat primarily to each other. You're have a heat exchanger that can exchange, say, 20 per tick transfer 20 from his own 20 to another's, say, 2000, which will also exxhange 20 to the first. the levels will never move. The heat exchanger will simply not work next to a fan, it doesn't exchange to it properly, if at all.

I wish heat exchangers would just work...
