No, you do not have to have facebook or twitter for the hard badge, I have neither and just got it. pldl’s comment is a hint to substitute some of the more frustrating normal/special levels with fan levels for the total count of 72 but this only makes the badge easier and is not actually required to get it. If you don’t do fan levels you do have to unlock all the special levels though which means getting most of the lightnings in normal (you can substitute a few with lightnings from early special levels).
