In first case the are simple +5 to tower. It means that in start of the battle you must have 30 points of height, but thanks to +5 effect you will have a 35 points.
In second case we are talking about winning height. The enemy will not have anything to his tower, but he will harder to win, bacause of increasing his maximum height.
So, the answer for your question is the enemy will get -5 to his tower at the start of battle. For example, if he must have 30 points at start, he wiil get only 25 points.
