I may have found a bug/exploit or working as intended, but doesn't show the change, After a recent rebirth when I hit level 5 in the same run I was able to cast an ability 2 more times during that run after previously using it at level 1.
It is a visual bug. So as you level you will unlock more casts of skills. It does not show up on the current run, but it does allow you to cast them.
