I made a small fix, now it should work better with the WebGL-Version. The Up-Arrow still moves the window a bit, so I recomment to play it with wasd + enter.

I have been. You need to choose bills to spend stats you have and gain stats you don't. Like reduce business taxes to trade the high taxes for gdp growth. It's pretty simple.
