The AI refuses to build new units. It didn't use to be this bad.

Effective strategy found! Start with parasite because its not noticed fast. Upgrade 1 on all resitances. If you start with a resitance upgrade the other non drugs resitances to 2. This is so your disease spreads fast but not too fast in your starting region which can get it noticed. Also get airborne and pest for tranmissions. You don't want it spreading too fast, just to every region. Hope your lucky and infect madagascar. Obviously incease drug resistance when a vaccines being developed. With this stategy I got everywhere apart from madagascar, argentina and peru. Tried again a few times and got lucky. I can't stress enough how important luck is in this game.
