yeah, santa and EXP hat appear ramdomly. Crown hat is only for moderator and amin as cowboy hat. the best hats for normal user are EXP, santa, and ropeller hats. and kongregate hat...

Hats:
EXP. Hat: Random, though comes very rarely
Kongregate Hat: Sign up to Kongregate and play Platform Racing 2 there
Propeller Hat: Win Hat Factory (rank 15, it doesn't matter what place you get in)
Crown Hat: Mods only can get this, including Jiggmin
Cowboy Hat: Never unlockable. It comes random for non-mods and mods, but only Jiggmin keeps it.
