I think I found a bug with a fugitive. I had finished off every zombie in the area without him finding me, and when the player character said "That's all of them" the fugitive had "Let's move!" When I switched screens without going up the ladder to kill him, having gotten enough money already, I saw the fugitive's name above a random survivor I'd never seen before.
Well, after trying multiple times on Firefox, I decided to try IE. It worked first try, surprisingly. I suspect it has something to do with the "Plugin-container" that Firefox recently added, as it caused me a lot of lag trouble until I disabled it.
1) Pick Virus. 2) Start in Canada, New Zealand, Cuba, Greenland, Mexico, or Madagascar. If you do not get there restart. 3) Sell the starting symptoms, if any, and buy sneezing (unless it is what you started with, just keep it). 4) Buy 1-1-1-0 resistances but no transmissions (they trigger closures). 5) Once four countries are infected, sell sneezing to get rid of visibility. 6) Wait until all countries are infected. If Madagascar closes its shipyards or is not infected in 30 days, restart. 7) Buy all four drug resistances AND sneezing, coughing, and vomiting. 8) After a few days, unlock tiers 2-3, (do not buy tier 4 ever!) keeping whatever symptoms it gives you. 9) Buy fever, fatigue, diarrhea, pulmonary edema, and hypersensitivity. NEVER BUY ANY TRANSMISSION THINGS!
This one works! The other one doesn't work all the time!
