The easiest way is to play for Okinawa and to place 50/50 Magicians/Snipers in prefectures which are on the way to the islands. This way you have great defenses and earn a lot of money to build a great army.
Wonderful game. Definitely 5/5. Though it can be clearly seen that developers push you hard to purchase sas dollars, in this case, they have all the rights to do so. There are always not enough money as well. Thanks to the Mickk's comment, I did very well with his strategy. I can confirm that it works really well, especially on the killtop map (even on the elite mode!). The 14000 grendel upgrade for sas troops is incredible (be sure they have all upgrades before that stimpack). I'm going to try mad systems one-point-oh for the snipers (since I earned enough sas dollars in those mad battles).
Even though I'm still in the beginning of the game, I can tell right away that the plot is based on an actual Arthur Conan Doyle short Sherlock Holmes story "The Adventure of the Norwood Builder" (1903).
