@VANIER: I just had the same problem, but for Silver pack on lvl. 2. Gave me error message saying I had to be at a level that I AM at, ate my gold, no card pack. WTF developer? I want to like this game, but that's not cool.
The "Dictatorship" achievement is impossible. How are you supposed to take 100 cities when only 50 exist?! I hope that was just an oversight and not a "screw you, player."
