No, that’s intentional. Someone can kill someone in 2 shots with pilebunker if they switch out accordingly. The higher cost of abilities means the more damage said ability will do. So like many abilities are 20energy 20dmg, since they recover 20 every round, they can continually use that ability endlessly. Meanwhile the more expensive abilities cost far more energy just so you can output more damage. Juju might be able to output 40 damage 3 times in a row and kill someone if the opponent doesn’t move, but Cornelius could output 50 damage 2 times in a row, hence why his ability would cost more. This is why people oftentimes choose characters with extremely high dmg outputs and switch out characters to keep their energy high. The game would be more unbalanced if they didn’t make such increasing variables.

Oh, also, Pilebunker has a special effect that might proc to do 20 more damage, 25%. If one is so lucky to get it, then if they find a 70hp character with no darkness protection, that character is dead in 1 shot.
