The key to a successful 5-star hotel without elevator problems is making it very wide, not high.
My hotel is 27 stories high and 31 blocks wide. I have 5 staff elevators and 6 high capacity elevators.
It's a lot more expensive than height (prepare for 300-600k per expansion) but because the elevators do not have to travel all the way to a 50th floor guests have to wait a lot less on average and will not complain.
152 rooms (62 presidential suites, 86 suites and 4 standard rooms), 6 receptions, 4 cafes, 2 open air cafes, 2 restaurants, 8 laundry rooms, 6 internet rooms, 2 arcades, 2 gyms, 2 beauty shops, 2 pools, 2 cinemas and 2 discos.
6 receptionists, 23 maids, 6 waiters and 5 engineers.
