How about a random level generator? User can define the number of steps needed (=difficulty), then he gets maybe 10 levels and the time is tracked. Result is for the highscore table :)
Tira's / Dregg's murder case is flawed: Tira rules out Ina & Mina because they are too weak. However in the InVidia Games they've beaten up Dregg. They were my main suspects initially because they get Dregg's house.
It's way too easy to be considered a real "puzzle". Maybe bring in more complex color sequences? With different lightness or saturation? And bullets that don't "paint" you, but instead shift hue (or saturation and lightness) to increase or decrease?
A playtime counter would be nice, since it is relevant for achieving highscores.
And I'm wondering if there are factors that affect the arrival of new citizens: Will come more or more frequently if I build certain buildings or have certain happiness, or is it plainly at fixed time intervals?
Good idea! Citizens from your ship/previous city arrive at fixed time intervals, but the number of babies that is born depends on the happiness and (if researched) on the setting in the Medical Clinic.
This whole series shines with a really really well structured and deeply layered plot. Congrats for a masterpiece in storytelling, and congrats for inventing the genre of "Cthulhu Noir"!

Built all the monuments after 3 days and explored the whole world after 5 days. I expected to find something special on one of the last tiles. Either some "Game Over" reward or a "Reset with Tweaks"-Portal.
Great game, solid retro platformer. Some additional options would be nice:
- make graphics quality adjustable (for older PCs)
- add a music player fo only listening to the great soundtrack *thumbs up*
- make tit size adjustable (to balance jump height and bounciness) *g*
