i could see the game getting a bit more interesting if the enemy attacked and got stronger over time. a way it could work is that the enemy gets gold to buy the military upgrades only. the enemy would conquer territories that lvled up like the player,this would increase the gold income and health of the enemy territories prolonging the game.
