In the halo universe there are three prophets who lead the hierachy, mercy who dies mid way through halo 2, regret who turns into the flood in halo 2 and truth who in halo 3 the arbiter kills. These prophets lead the covenant while the others form a sort of democracy in numbers, but th three prophets truth, regret and mercy lead on their own
