I wish when you tried to upgrade multiple buildings at once, it'd start with the cheapest to upgrade first. Seems like it starts with whatever is in the first slot (top-left), and if it can't afford to upgrade, it bails. Even if there's buildings it could be upgrading.

Does equipping multiples of the same skill book accomplish anything?
