I think having an option to make your private city open to public just to fill in some lots, then decide from how much they contribute to the level of their online activity whether or not as mayor you want to kick them.
Also as well as being able to "open to public" the option to close to public would still be able to retain the option to be a private town

I agree with his understanding of the message and I will also share mine.
Doing what your told enables you to learn and see clearer what is ahead of you.
Just like in the game doing what your told the path becomes much more clear and easier to understand.
