28 is not impossible. There are 2 separate chains. Start at the fixed point, there are only 2 possible pieces you can use, Use to one that points west and work from there. The 5 link one is in the correct position from the start also.
Level 27 is not impossible. There are 4 separate collections. 2 of which are on comprised of 2 peices. The two small sets located north east are yellow and purple moving in a NW to SE direction
