Optimal (for dps, gold, and still being able to actually "play" the game, i.e. click) setup: Bush, Jim, Sasha, Kaine, Princess, Panda, Aslan, John Wayne Gacy, Reginald, and The Collector. Jim, The Collector and Reginald will occupy your 3-column which gets 50%, 65%, 40%, and 2 of them will take advantage of Gacy's 35%. Those 3 spots will account for upwards of 90-99% of your dps and should be occupied by Jim, Elvis, and The Collector. Elvis and The Collector add to overall click damage AND are the 2 best dps'ers skill wise.

That aim to the top would of course encourage massive spending and in the meanwhile the newer playerbase would have an easier time in honor point accumulation (the main bottleneck) through arena rankings.

IGG would be well advised to start a new server for KONGregate. With Kong's well established playerbase and it's far higher percentage of cash spenders, providing new server would give the game a fresh rush for those aiming to the top.
