ex: Vanessa Voss's Radiance Burst: "Radiates light in all directions, damaging all enemies."

Make an infinite loop (Portal on ceiling and portal on floor) when you gather enough speed, transfer the portal from the ceiling to the spot next to the portal on the floor. You should have enough speed to go through the floor portal and come out the other and get onto the platform. Then while on there put a portal on the next floor and a portal on the side wall then gather enough speed again to get over the obstacle.
