you only need 1 restaurant, 1 open air cafe and 1 cafe. just fill those with waiters, there will never be a queue

if you have more waiters than restaurants/cafes/open air cafes, and then build a new cafe, the surplus waiters dont occupy them, you have to hire even more ( and pay the old lazy bastards who dont to anything)

really addictive game. lots of fun to play around... and nice difficulty scaling with the different endings. is it intentional that you can jump through the dropping monkey at monkey transport?
