Yeh the maximum is 1.10 attk speed on DPS Idle so your theory is right. :)

can you edit you post about speed to say that an item at 1.25 will NOT reduce the next step i know this because i have done a 1.25 weapon and no reduction
I would if I knew how to edit my post. It’s still accurate as is, and helpful, so I don’t want to delete it.
