I have the same problem. I've ran the dungeons for Bor'lan and after over 50 I still don't have the schematic.

To get bor'lan, get the familiars Mer'lan and Bob. Find Mer'lan in Lord Cerulean's Tomb (Bit Valley, 3rd dungeon). Find Bob in Dyrad's Heart (Bit Valley, 2nd dungeon). The schematics drop there too.
