If I delete all the browser information and reload the game, I'm returned to level 11, but if I play for a while and then reload the game, I'm back to my original state (level 28). Deleting the browser information doesn't seem to be a fundamental solution. Is there a way to just delete the "Trade Outlet" data?

Is everyone able to play normally? For me, after about 30 seconds of playing it says "There is no connection" and I can't play any more.
