for level 9 you must use the 3rd weapon and buy different caliber ammo. Then you shoot the control panel, the tree, and the bottles and thats it.

Level 19 is a beasttttt

Basically save your money up till you get $250 then buy a radar and just use all your money from there on out to increase your max fuel and then using the radar find the launch pads.
