I'm at 2200 population and it only grows for 1-5 pop now, although everything is plastered with popularity buildings. However, nobody wants to settle near a combination of school, sheriff, circus, park, doc and town hall. What the hell?
Why is there a research called "Stacking"?
Are the Romans too dumb to stack stuff in a warehouse and therefore need rocket scientists to tell them how to do it?

I don't get why that "scout" skill was implented. All I do is max out scout, get into a level, look at the enemys weaknesses, abort the lvl and reskill again.
