Those tell you how good your enemies stats are relative to yours, so you can tell who will do well in what track sections. If you are seeing a lot of those, you need to boost your stats. (reply from Playniac).
My biggest issues with this game so far: I bought a second squirrel both in fully upgraded houses and full energy, the 2. squirrel has way better stats than my first one but almost allways finish behind my first one. And I chosed a race (not the best one) and finished at 1. and 2. place. I think: wow, seems to be a good grinding(?) place and raced again but was happy that I finished at least at 3. and 5. rank ... sry, but this game is somehow way too unpredictable .. :(

A nice game but it's a bit too easy. First game on highest difficulty: 405k pop, 111k income and 750 rps by the end of 2020 and lowest pollution level in both cities. Make it a bit harder and the research costs a bit higher.

In addition to Admiralkillers strategy, try this:
1. Pet Store slot 5 and news paper box just below and one to the left. (Day 1)
2. Add 2 music adds in the very first slots. (Day 2)
3. While(!) day 3 add Boutique asap and a bench below it ( This will give you 1000 bonus and Day 4.
4. At Day 4 you can upgrade Pet Store.
5. After this stick with the already posted strategy.
