Google cloud servers are down, it has nothing to do with Kabam or RotMG. The "Oryx is in his wine cellar" message is simply there to tell you the game is currently down. The people who make and run RotMG have no power over this, we will just have to wait until Google's Cloud Data Storage is back up.
