It could be you have collected all blueprints of those types that aren't locked by your lab levels. It could also be you have 8 unfinished blueprint collections that aren't of the type the fleet can drop. You can only have 8 blueprints being collected at a time.

Usually it only lasts for a few rounds, but in my last game I used it somewhere around level 10 - and it became permanent for some reason, allowing me to amble through the rest of the dungeon and slay everything without challenge.
